The error message when setting the language.

SUMMARY
System Settings prevent us from changing the language on Musl-based distros

STEPS TO REPRODUCE
1. Open System Settings
2. Go to Regions & Languages category
3. Change the language

OBSERVED RESULT
Case 1: The app tells us "Could not find the system's available locales using the localectl tool."
Case 2: The app don't give us any errors, says the language has been changed, but it didn't change the language.

EXPECTED RESULT
It should work...

Linux/KDE Plasma: Alpine Linux 3.20.3 (KDE installed from edge/community APK repo)
KDE Plasma Version: 6.0.5
