The Overscan option is missing.

(I'm writing this on behalf of someone who is new to Linux.)
SUMMARY
I'm unable to set overscan on my TV that I have connected as a secondary monitor.

STEPS TO REPRODUCE
1. Own a badly made TV
2. Own an NVIDIA graphics card
3. Go to the Display & Monitor Settings
4. See that the option to set overscan is absent, and the command kscreen-doctor does nothing to remedy that.

OBSERVED RESULT
There is no way to change the overscan.

EXPECTED RESULT
There is a way to change the overscan.
