SUMMARY
After plasma 6 regional time for latam countries started showing as AM/PM, this didn't happen on plasma 5 and latam countries use 24h clocks.

STEPS TO REPRODUCE
1. open regional settings
2. change time to any spanish latam country (Argentina/Bolivia/Chile/Colombia/etc).

OBSERVED RESULT
Time uses 12h clock

EXPECTED RESULT
Time should use 24h clock (like in plasma 5)

also tested it in arch and tumbleweed to make sure is not a distro thing.
