STEPS TO REPRODUCE
1. Switch to the Icons-and-Text Task Manager
2. Select "Sort: Manually" in its Settings / Behaviour
3. Open different types of windows

OBSERVED RESULT
New windows appear grouped by application (for example, all Okular windows are together, etc.).

EXPECTED RESULT
New windows should appear at the end of the list. This was the behaviour in Plasma 5 and still is with the Icons-Only Task Manager.

If you don't want grouping with enough windows open to trigger grouping, then you need to disable grouping. This is intentional AFAIK.

Grouping is disabled ("Do not group").

As I wrote, the behaviour of the Icons-only Task Manager is different, new windows are added to the end.
