tooltip flashing window rules properties

SUMMARY

hover over SOME of the blue question marks with your mouse when adding a new property for a window rule it will flash repeatedly

STEPS TO REPRODUCE
1. systemsettings > window rules 
2. add new rule
3. add properties
4. scroll down to "focus protection" or "focus stealing prevention"
5. hover next to the "i" or "?" to show the tooltip

OBSERVED RESULT
the tooltip quickly flashes

"accept focus" and ignore global shortcuts don't flash

EXPECTED RESULT
don't flash, show it properly

SOFTWARE/OS VERSIONS
KDE Neon unstable 6.1.90

ADDITIONAL INFORMATION
also the case on Fedora 40 KDE Plasma Version: 6.1.4
