If I open two or more PHPStorm window on the same virtual desktop, when I go to global menu it works only on one windows. Other times it not works at all and I have to open new window by terminal

Can you clarify what you mean by "it works only on one windows"?

Yes, of course. I mean that when opening multiple windows, the menu works only for one. If I focus another, the menu on the panel appears, but the drop-down menu is not shown. I had thought that the menu would only open with the first window opened, but this does not seem to be the logic of operation.

STEPS TO REPRODUCE
1. Open a PHPStorm window and bring it full screen (the software menu works)
2. Open a second window and bring it full screen
3. Give focus to the first window and test the menu
4. Give focus to the second window and test the menu

For one of the windows, this will work, while for the other windows it will not

Thanks. PHPStorm appears to be a paid proprietary app from JetBrains, whose other apps are notoriously buggy on Plasma. So I'm afraid my interest in debugging this has gone down to zero. :) Maybe someone else will be interested.

If you can reproduce this issue with any other apps — especially free open source ones — I'll test that and investigate.

Can you check again in Plasma 6.3 or later and see if this is still happening?

If so, it would also be great to learn if it's happening to you only on X11, only on Wayland, or both.
