SUMMARY
Ctrl+Q doesn't closes "Desktop and Wallpaper" window.

STEPS TO REPRODUCE
1. Go to Desktop
2. Right click to call Context Menu
3. Choose "Desktop and Wallpaper"
4. Press Ctrl+Q

OBSERVED RESULT
Ctrl+Q doesn't closes the window.

EXPECTED RESULT
To make it able to do it.

Same deal as Bug 493216, ultimately. This window isn't an app, so it doesn't respond to the "Quit Application" shortcut.
