Does the same issue happen when you use the "Breeze" Plasma theme (not Breeze dark or Breeze Light) and the "Breeze" icon theme (not Breeze Dark or a 3rd-party icon theme)? With those, I cannot reproduce the issue.

regarding the bugs I have news. in settings > appearance I use the appearance "transparent with black character color". In "light color" mode no problem but in "dark color" mode the black characters on a dark background impossible to distinguish the characters + icons with the background of the plasmoid. however if I change the appearance with "transparent with white character color" in "dark color" mode then no problem. So in summary the Note plasmoid does not switch between the 2 transparent appearances (dark characters + icons <-> light characters + icons) when I change the color of the desktop (light <-> dark)
