SUMMARY
There is not always a "Safe to remove" option, only to unmount.

STEPS TO REPRODUCE
1. Right-click on the disk icon
2.

OBSERVED RESULT
There is not always a "Safe to remove" option, only to unmounted.

So that the Flash disk does not light up.
And the HDD drive., parked the tracks before turning off.

EXPECTED RESULT
So that you can "turn off " or " permanently remove " the disk, in any case, even unmounted disks.
The GNOME-Disk example will allow you to "turn off" the disk.
Even in KDE disk manager there is no such item.
