If you create a new clean user account with no customizations. does it happen there? If not, then there's some configuration issue with your normal user account.
Created attachment 173371 [details] Applauncher empty With a new user account it works. I took a look at the global shortcuts section and there the "Activate application launcher" was on "None". Interestingly, marked as modified. I remember that a few releases ago I was very happy that the Start menu finally started to work, so I definitely didn't turn it off. More interestingly, when I clicked on "Meta" and then on "Apply", Kickoff menu still doesn't open after I press the windows button.
I assume this is a duplicate of Bug 493200. Since I fairly often restart Plasma with "plasma --replace" to work around various bugs, I think this is what happened to me. *** This bug has been marked as a duplicate of bug 493200 ***
