ipp should prompt you for :// instead of just :

See the screenshot

we have `ipp:`

but if we enter `ipp:114.514.191.81`, it is wrong.

You should enter `ipp://114.514.191.81`

As the example addresses all have `ipp://`, we should prompt `ipp://` instead of `ipp:`

Also, do we have to use 2 apps: `system-config-printer` and `systemsettings->Printers` to config printers?

No, but SCP has a component that is used by Plasma printer manager in the background, for driver matching and device consolidation.
