Reduced sized window can't be resized

STEPS TO REPRODUCE
1. open kdenlive
2. Click window control button for unmaximized window  

3. Locate edge or corner of window with cursor to resize, left click hold, 

OBSERVED RESULT
I can find the edge, but am unable to resize

EXPECTED RESULT
Resize window

Windows:

ADDITIONAL INFORMATION  
The bottom of the screen is cut off  
I can drag the pane around including off the screen in any direction but up
