SUMMARY
Attempting to drag widgets between Plasma panels can lead to some quite broken situations:
- First, everything seems like it needs to go 'via' the desktop containment. It is not possible to drag directly from panel to panel.
- Second, with some widgets this leads to them seemingly "disappearing into the void". Notably this happens for the system tray.

STEPS TO REPRODUCE
1. Create second panel
2. Try to drag system tray to that panel

OBSERVED RESULT
System tray becomes invisible but is still counted by 'add widgets' pane

EXPECTED RESULT
System tray goes to the other panel, or at the very least becomes visible on the desktop.
