SUMMARY
File with the same name but with different upper or lower letters can't be renamed.

STEPS TO REPRODUCE
1. Right mouse click and Create New | Text File.
2. Name the file abc.txt
3. Right click on file and Rename.
4. Rename file to ABC.txt

OBSERVED RESULT
Error appears "File already exists" with question "Would you like to override the destination" and click on Yes it looks like file did get renamed to upper case, but pressing F5 to refresh and it is clear file is not renamed.

EXPECTED RESULT
File should be renamed

ADDITIONAL INFORMATION
File can be perfectly fine renamed from abc.txt to ABC.txt using Windows Explorer.
