SUMMARY

STEPS TO REPRODUCE
1. install KDE neon with nvidia graphics
2. open a konsole

OBSERVED RESULT

1. window titles are not showing
2. window titles cannot be turned on via `alt+F3 > more actions (M) >  no window title bar and frame (N)` 

EXPECTED RESULT

window title bars are showing

Does it happen any other apps as well?

Does it happen in a new clean user account on the same machine?

it happens on every single apps.

the window title was gone since installation, will check again

note: it might be related to me using neon with nvidia 535 drivers
