STEPS TO REPRODUCE
1. Use 4K resolution, 175% scale
2. Use Breeze theme
3. Right click taskbar, click "Show Panel Configuration"
4. Hover on system tray

OBSERVED RESULT

System tray settings are entirely hidden by the panel settings

EXPECTED RESULT

System tray settings should be visible and clickable.
