SUMMARY
this happens when the panel is at the bottom or top of the screen
STEPS TO REPRODUCE
1. enter edit mode from the desktop
2. click the panel to show panel configuration
3. hover over system tray/digital clock/peek at desktop

OBSERVED RESULT
popup menu to remove and configure system tray/digital clock/peek at desktop get in the background of panel settings

EXPECTED RESULT
the popup menu should appear in the foreground.

Thank you for the bug report! This issue has already been filed and is believed to be fixed in the development version of Plasma.
