When released brush shape moves normally again. in short no actual drawing, cloning, etc is possible.
Sorry, but that is not enough information to help you. Lots of people draw with Krita every day, so something else must be up. You might be trying to draw on a locked layer, a hidden layer or something else might be going on. Please provide more information, in the form of a screen shot or a screen recording showing the problem, the .kra file you are working on and the contents of help->system information for bug reports. In general, the bug database is not a place for user support: you might get quicker answers on krita-artists.org where more people will read your questions.
