Is the "Invert scrolling" checkbox checked in System Settings > Mouse & Touchpad > Touchpad? Does the behavior change if you click that checkbox and then click Apply? Are you using Apple hardware for your touchpad?

Ok. In this case it sounds like the Libinput driver is not handling your laptop's touchpad correctly. You'll need to report this at https://gitlab.freedesktop.org/libinput/libinput/-/issues/. Thanks!
