Select a text for example in Kate
click ctrl-c see the klipper showing this entry
press ctrl-v to paste and see nothing
press middle mouse button and see text being pasted.

This started with updates  about 2-4 weeks ago
I checked system shortcuts to make sure cltr-v was not removed accidentally from edit->paste - it was not removed
I tried reseting ctrl-v again but no change.

Can you move aside (don't delete) your ~/.config/kipperrc file and then restart, and see if that helps? If it does, please attach the file here.

I did, did not help
I also tried using Kate's menu Edit/Paste (cltr-v) and it also does not paste. I guess Paste menu having a "ctrl-v" next to it in the menu is the confirmation that the shortcut is indeed set properly to ctrl-v.

I tried also deleting .local/klipper . it is not created on restart.
Anyway not having .klipperrc did not help.
Then I modified klipper settings->history count to have new klipperrc created 
Restarted and still no luck pasting. Here  is the new klipperrc :

IgnoreImages=false
MaxClipItems=21
Version=6.1.3

I created another account and it works there for both mouse and ctrl-v

If it works in a new account, then there's some customization you've made in your normal user account that's broken this. See if you can figure out out what it is.

seams like downstream issue that disappeared with opensuse tumbleweed update now.
