When I give in the Konsole of my Neon User edition "/bin/lookandfeelexplorer" the program starts. It is very clearly in a rough state. But that is understandable. When I choose in this version "new theme" there appear some rules that I can fill in. Such as "theme name"... I get that. But also "theme plugin name"... What would I, as mere mortal, have to put there? That seems a little difficult. In my humble opinion. Plasma 6 is great.
Rough state is quite an understatement! These apps need a lot of love, yeah. This is basically the technical ID for your theme. So, like, the human-readable name but all lowercase, with spaces removed, etc.

Ideally we'd just auto-populate it with some text derived from the pretty name, which would make its purpose clear.
