When I give in the Konsole of my Neon User edition "/bin/lookandfeelexplorer" the program starts. 
It is very clearly in a rough state. But that is understandable.

When I choose in this version "new theme" there appear some rules that I can fill in. Such as "theme name"... I get that. But also "theme plugin name"... What would I, as mere mortal, have to put there? 
That seems a little difficult.
In my humble opinion.
Plasma 6 is great.

Rough state is quite an understatement! These apps need a lot of love, yeah.

This is basically the technical ID for your theme. So, like, the human-readable name but all lowercase, with spaces removed, etc.

Could not the system better generate the "theme plugin name" in the background and not ask such difficult and disturbing questions?

Ideally we'd just auto-populate it with some text derived from the pretty name, which would make its purpose clear.
