STEPS TO REPRODUCE
1. have an horizontal panel on bottom
2. right-click on the panel and choose "Show panel configuration"
3. move the panel to left or right screen edge

OBSERVED RESULT
Plasma freezes

EXPECTED RESULT
Plasma remains usable

Do you have the CatWalk widget on your panel? If so, that's the problem. It's a bug in the widget.

Yes. Once CatWalk widget is removed from the panel, the bug no longer occurs.

It's a shame. I actually rewrote the widget's code and sent it to the developer after I encountered this; I hope it gets updated soon.
