SUMMARY Clicking on a menu bar item that is not the first item will open the first item STEPS TO REPRODUCE 1. Be on wayland, kde6 2. Open Mousepad, Sublime text (4) or any other application that uses the same gui framework 3. Click any menu bar item, except for the first and see the first item open. FWIW, I can't reproduce with mousepad. They might find a log of WAYLAND_DEBUG=1 mousepad in your bug report there.

Additionally the issue cannot be reproduced on Gnome Wayland, so it still looks like an issue with KDE itself.
