SUMMARY

When entering the panel configuration mode on Wayland, the "Panel Settings" object renders in front of the component options, meaning that the components underneath it cannot be configured. This does not happen on X11.

STEPS TO REPRODUCE
1. Login to a Wayland Session
2. Click "Show Panel Configuration"
3. Try to edit a particular component

OBSERVED RESULT

"Panel Settings" renders in front of component settings

EXPECTED RESULT

Component settings render in front of "Panel Settings"
