Trying out Falkon again after the commit for bug 396024, I did not find a setting to change the default permission for JavaScript. I can only disable it (via RMB "Show info about site") when I already loaded the site (in other words, after the scripts have already executed).

Okey, the default settings are on a different page ("Browsing").
