SUMMARY
Plasma window decoration tooltips prevent clicking buttons

STEPS TO REPRODUCE
1. Set fonts to 14
2. Set window style to oxygen
3. Set buttons to large
4. Hover over a window button
5. Attempt to click after the tooltip appears

OBSERVED RESULT
Tooltip obscures the control and does not allow it to be clicked.

EXPECTED RESULT
Control should be clickable even if the tooltip is obscuring it - alternatively, tooltip should not obscure the control
