SUMMARY
When i tried enter edit mode in desktop then i closed or quit it.
My panel showing that edit overlay not yet it closed the editor completely.

STEPS TO REPRODUCE
No Sure but i just tried enter edit mode and then exit suddenly it stuck with the edit overlay.

OBSERVED RESULT
Showing edit and remove widget and panel even after exiting edit mode.

EXPECTED RESULT
Should be return to default.

Did you delete and undo your panel in edit mode? If yes, then it's already fixed in 6.1.2

You can fix your panel by following these steps:
1. Right click on desktop and select "Enter Edit Mode"
2. In the Edit Mode, right click on the panel and select "Show Panel Configuration"
3. Click "Done" in the Panel Preferences window

This should resolve the issue for you

As you see in the video i entered edit-mode, deleted the panel and undo it doesn't do anything.
Also after restart it fixed itself.
