You can see the black artifacts in the console window. On the top right corner, notice the system tray (screenshot shows redish brown color but it's black)

SUMMARY
KDE panels, System tray, tool tips become black with no visible text. Noticed it when apps are maximized. Similar issue also happens in Konsole with background color transparency enabled.

STEPS TO REPRODUCE
1. Set the panel to floating with opacity as translucent (not sure if it's required)
2. Open a app in maximized mode
3. Almost always happens with Konsole but noticed with other apps as well.

OBSERVED RESULT
Black artifacts with unreadable text. If there are icons (like system tray), the white portions of icons are visible. Tool tips show up as black boxes

EXPECTED RESULT
Text and icons should be visible with no artifacts

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 
KDE Plasma Version: 6.1.1
KDE Frameworks Version: 6.3.0
Qt Version: 6.7.2

ADDITIONAL INFORMATION
The issue happens since plasma 6 release. Happens even on a fresh install.
I have an Optimus laptop (Asus ROG Strix G634JY) with Intel + Nvidia graphics. Display connected to Intel iGPU. I'm on plasma wayland session with Mesa graphics.

This happens with Intel. I couldn't reproduce it with Nvidia. I think it has something to do with blur and/or translucency. 

Disabling both in Desktop effects and setting panel to opaque helps.

I have the same issue on my 7600x + 7900xtx system, so I can confirm that it is neither an Intel nor a NVIDIA issue.

Also, when I have my panel transparency set to adaptive, once the bug has triggered (i.e. the artifact has started showing up), the artifact can be shown/hidden easily by maximizing and non-maximizing an application (i.e. switching the panel between opacity and transparency).

I had ICC profile set to use the one ASUS ships for windows. After 6.1, I started noticing performance issues as well. Then I found this, https://discuss.kde.org/t/plasma-6-1-did-something-changed-in-performance-for-intel-cpus/17519. Tried disabling the ICC profile and both performance issues and artifacts disappeared.

Not sure but looks similar to https://bugs.kde.org/show_bug.cgi?id=477017

Are you using a custom profile as well?

I think you are spot on. Nice detective work.
Now that I think about it, I only have the issue at home where I am using an ICC profile, and not at work where I don't use one.
