SUMMARY
The Track Mouse effect can be enabled or disabled in Window Management > Desktop Effects > Accessibility. Despite this fact, whether or not the effect is actually enabled does not matter to the effect activating.

STEPS TO REPRODUCE
1. Ensure Track Mouse is disabled.
2. Move mouse to activate Track Mouse effect.

OBSERVED RESULT
The Track Mouse effect is still activated. Please note that in the attachment, my cursor disappears. This relates to bug reported at https://bugs.kde.org/show_bug.cgi?id=489323 .

EXPECTED RESULT
The Track Mouse effect does not activate, as it is disabled.

Track mouse is a totally separate effect. It shows rotating circles.
