Ok, so there are two issues here. The first one is not really an issue, but rather a logical consequence of having a Margins Separator widget in your panel. Remove it, and the system tray and clock will have tighter margins and the text will become larger.

The other issue is that the time display is not respecting those margins! So in fact, the problem should be even worse, and it should affect both the time and date text. And that is something I can't reproduce because I'm using 12-hour time, since for some reason it only reproduces with 24-hour time. So it's a duplicate of Bug 480801.
