The Application Launcher and Application Menu seem to work just fine; However, opening the Application Dashboard also causes any open Application Launcher to stop working, possibly indicating that it's locking up all of plasmashell.
Another update: Seems like any click on a panel causes a freeze; Actions such as opening an application from a taskbar icon also freezes. The latter behavior seems related to https://bugs.kde.org/show_bug.cgi?id=488042, however when forcing the panels to always visible, the Application Dashboard still freezes. The bhavior seems to be: 1. Open Application Dashboard. Once visible, it won't respond to inputs. 2. Click on another open application. Application Dashboard will now process any inputs it received during step 1. 3. Application Dashboard now responds to cursor movement while the other application is in focus.
This is with an NVIDIA GPU, right? Possibly both this and Bug 489220 are caused by a driver regression.

No longer occurs on nvidia driver 560.
