I can confirm this behavior. The system tray sometimes does and sometimes doesn't toggle the buddy list visibility.
Right clicking did not bring up the expected context menu
Unaffected by turning off the floating panel option or making the panel a fixed width.
Other system tray icons work as expected (Sound, Network)

Can't reproduce with the tray icons for Steam or Discord; maybe it's just Pidgin?

Maybe it's just a pidgin problem. But it worked fine in plasma 6.0. Please see if this problem could be raised in priority. Pidgin is the only usable messenger on linux.

I can reproduce the issue in Plasma 6.1 too. The icon responds the first time I click on it, and then after that, it stops responding to any subsequent clicks.
