SUMMARY
I read having my locale in Japanese can affect it but I can't read Japanese and need my locale to stay Japanese to run other programs and can only read english 

STEPS TO REPRODUCE
1. set locale to Japanese in control pannel
2. Install Kleopatra
3. go to GnuPG system settings

OBSERVED RESULT
mix of Japanese and english

EXPECTED RESULT
just english

You should be able to change the language via the entry "Configure language" in the "Settings" menu. In case the menu is in Japanese: The Settings menu should be the 5th item in the main menu and "Configure language" should be the 3rd item in the Settings menu. The icon in front of "Configure language" should look like a blue speech bubble, i.e. like this icon: https://invent.kde.org/frameworks/breeze-icons/-/blob/master/icons/preferences/32/preferences-desktop-locale.svg

Alternatively, setting the environment variable LANGUAGE to the value "en_US" could fix the problem. If setting this variable for your user affects other programs then write a small batch script or PowerShell script that sets the variable and then starts Kleopatra and use this script to start Kleopatra.

I hope the above helps you to set Kleopatra to English.

I'll close this bug report because Kleopatra behaves as intended on a system set to Japanese (except that some Japanese translations seem to be missing).
