STEPS TO REPRODUCE 1. install nixos 2. go to System Settings > Region & Language 3. change any of the items to be on a different localization and click Apply OBSERVED RESULT An error in red "Could not find the system's available locales using the localectl tool." should appear.
This is one of the following: 1. Your error for not installing the package that includes `localctl` 2. A NixOS error for not providing that tool 3. An incompatibility between the KCM and NixOS if NixOS doesn't support that tool and uses something else instead. Can you contact the NixOS packagers and find out which of those thing is the case?

I found this when about to the same issue. postmarketOS latest git master build. which localectl /usr/bin/localectl localectl is definitely available.
