SUMMARY
Neon, especially Testing and Unstable editions, tend to cause conflicts and package update failures if the config file would be overwritten by another package.

It'd be nice if the default apt will include that option by default

OBSERVED RESULT
apt full-upgrade fails when some packages' files would need to be overwritten by another package

EXPECTED RESULT
apt should proceed normally without failure

ADDITIONAL INFORMATION
I think this overrides modified configs, so maybe a middle ground where it won't fail would be great
