SUMMARY
Make the highlighters "sticky"

STEPS TO REPRODUCE
1. I highlight a lot of text, particularly when balancing my checkbook via bank statements.
2. You get to hightlight only once after clicking on a (yellow or green) highlighter.
3. 

OBSERVED RESULT
After you highlight one item, the highlighter is de-selected, and Text Selection becomes selected, meaning you have to move the mouse over to select the highlighter again.

EXPECTED RESULT
It would be really productive if I could double-click the highlighter to have it remain active until either another tool is selected or I single-click the highlighter.

The last item in the annotation toolbar does exactly that.
