SUMMARY


STEPS TO REPRODUCE
1.  Open a folder in Dolphin
2. Holding the Ctrl key pressed, click on a file and drag it to the desktop
3. 

OBSERVED RESULT
The context menu appears with the options "Copy here", "move here", etc, as if I had dragged it without pressing Ctrl

EXPECTED RESULT
Should just copy the file without asking. This used to work until recently.

Either it's a regression or it's specific to Wayland.

Please confirm if it's still an issue in Plasma 6.2, we refactored a lot of D&D, action negotiation is improved. If it's an issue, please reopen.
