Video showing the stutter

SUMMARY
Setting Adaptive Sync to "Always" creates choppiness and perceived lag during opening/closing animations on some apps. I can reproduce it 100% of the time with Konsole and the settings menu of Cantata, when opening them, but for some reason Dolphin is unaffected by it. For some reason, the stutter looks more pronounced when Konsole is opened over a clean desktop.

Moreover, with Adaptive Sync set to "Always" Firefox scrolling is smooth and responsive, but when set to "Automatic", the scroll stutters and feels sub-60hz.

STEPS TO REPRODUCE
1. Set Adaptive Sync to "Always"
2. Open Konsole
3. Konsole stutters during the opening animation
4. Set Adaptive Sync to "Automatic"
5. Konsole opens smoothly
