SUMMARY
When displays are arranged in system settings such that the non-primary display is to the left of the primary display, the application dashboard will open on the non-primary display.

STEPS TO REPRODUCE
1. While using two displays, configure the position of the primary display to the right of the non-primary display
2. Launch the application dashboard by clicking its icon on the primary display

OBSERVED RESULT
The application dashboard opens on the non-primary display

EXPECTED RESULT
The application dashboard opens on the primary display

Primaryness isn't a factor here, but it should be opening on the same screen that its panel button lives on. That's a legit bug.
