SUMMARY
After downloading and launching archive.tar from the following URL, multiple error screens appear and the software does not start.

Error messages displayed (Multiple displayed)
1. KF5KIOFileWidgets.dll missing.
2. KF5TextWidgets.dll missing.
3. KF5KIOWidgets.dll missing.
4. KF5KIOCore.dll missing.

Until now, version 23.08.4 was downloaded and used from the following URL. The size of the downloaded files is obviously different and the required files may not have been included.

The ci-artifacts archive you send the link for is not meant to run on end user computers, it is for the Continuous Integration system.

The equivalent to Binary Factory is https://cdn.kde.org/ci-builds/sdk/lokalize/ There you can download installers for your Windows PC. Please note that everything offered on https://cdn.kde.org is "nightly/daily software" and not officially a stable release (same as on binary factory). However for Lokalize there are no stable Windows releases (yet) so it is the way to go.
