the settings icon

SUMMARY

See the attachment. All functionalities in this icon are now also in more obvious places:

1. Open/close the panel settings dialog.
2. Add widgets.
3. Remove the panel.

So this icon is now redundant, and can be removed.

Indeed, this is pointless now. Should be fixed with https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/2206.
