In System Settings > Colors & Themes > Icons: System Settings > Colors & Themes > Icons.... Then select "Get New..." and select "Show Only Updateable Entries" and the said theme that has an update shows up. When selecting "Update" it just doesn't work. Seems when a new version of a Icon Theme is available you cannot update it, the only way is to "Uninstall" and then "Install" it. So what does it do instead? Does it display any error messages? Does the window display any visible changes at all?
When you click "update" it just doesn't do anything, meaning it doesn't update to the newest theme version and gives no error or anything. Can you run `journalctl -f` in a terminal window, click the Update button again, and see if anything is shown in the terminal window in response?

In fact, v6.4.0 has already been tagged, so it's just a matter of time until the maintainers build and ship it in rolling release distros.
