ID3v1.1 can only store 8-bit characters, therefore it is not advisable to store non ASCII text in it. If you really have to view the ID3v1 tag in Cyrillic letters (e.g. to convert it to ID3v2), you can set the encoding in the preferences, tab Tags/Tag 1, Text encoding.
