SUMMARY
Starting Plasma 6 my favorite system monitor, so "System Load Viewer" stopped work, so I switched to systemmonitor plasmoids. Both were placed in panel. Since couple days also this stopped work. After login I can see black screen and if I would not have restore session I would thought that nothing starts. Anyway when I try to run plasmashell I can see something like this:

$ plasmashell

STEPS TO REPRODUCE
1. Before should be added to panel any plasmoid coming from systemmonitor. I had 2. CPU monitor and memory monitor
2. Login to Plasma
3.

OBSERVED RESULT
black screen

EXPECTED RESULT
plasmashell should start nornally

This is a Neon packaging issue

Thanks for info.
Anyway this is sad that issue has not been fixed since couple days. Today happened update of packages. After that I made restart and nothing changed :(. I hope plasma will work (in Neon) soon.

Now it's fixed in KDE Neon Dev/Unstable, after the latest updates. Thanks!
