SUMMARY
After a system reboot or log out and log back in, the discover notifier fills my task bar with unhappy faces.

STEPS TO REPRODUCE
1. log out or shutdown
2. login or start up
3.  enjoy errors

OBSERVED RESULT
There are no popups, but the task bar is filled with Discover Notifer's unhappy faces

EXPECTED RESULT
For there to not be these unhappy faces.
