After laptop reboot, everything works correctly.

STEPS TO REPRODUCE
1. put laptop to sleep --> wake it up / unplug and re-plug secondary display

Does your blinking respond to cursor movements by any chance? I'm experiencing this weird situation where the desktop blinks black for a while the moment I move my cursor. It does blink randomly too. Only on Wayland and HDMI.

Sorry we took so long to get to this. Is this still happening in Plasma 6.2? If so, please attach the output of drm_info with the monitor connected

No, not anymore. I believe since Plasma 6.1 everything is working alright.
