Visual example of the bug.

SUMMARY
The dynamic positioning of the new panel settings window results in it getting covered by other panels, making options inaccessible.

STEPS TO REPRODUCE
1. Set up panels in a situation where the settings box would overlap a panel.
2. Open the panel settings window

OBSERVED RESULT
The panel settings is covered by the other panel.  This occurs even when the obstructing panel is set to dodge windows or go below them.

EXPECTED RESULT
The panel settings window should be drawn above all panels.

The edit mode UI was re-done for Plasma 6.1, and this no longer happens there.

I can still reproduce it by trying to configure the system tray, the submenu which allows the configuration is stuck behind the panel configuration which makes me have to move the tray somewhere to the left for "Tray configuration" to even appear.

Please disregard my previous comment and me reopening the issue, I've now noticed this is an entirely different thing. Sorry for the noise
