SUMMARY
In the settings of a line chart, anything above 999s appears and acts as "0".

ADDITIONAL INFORMATION
It would be nice to have KSysGuard's "pixels per time step" option. Counting pixels in a screenshot is not fun. But it turned out to be 1197 pixels in my case, which I cannot set anyway, due to this bug. So I get unevenly stretched segments.
Other KSysGuard features that are missing in System monitor are the mouseover popup and shortened legend texts. I do not have to read "Core X total usage" a lot of times, just "CPU 1:" or "1:" or even nothing is fine, if that means that it fits into one line.

Oh, I can manually edit the labels of each sensor. OK, I guess that is fine and in some ways better than automatically shortening it, just a bit tedious for 24 cores. (Quite the first world problem…)

No, actually it still uses 6 rows for the legend, even if I name them "1", "2", "3", etc., for no reason.
