SUMMARY

STEPS TO REPRODUCE
1. Start a new download from a server that supports downloading file chunks using the Accept-Range and Range header
2. Pause the download
3. Resume the download

OBSERVED RESULT

The download does not resume, and its status gets updated to "stalled" after a short while.

EXPECTED RESULT

The download should resume properly.

I am not sure whether the culprit is the same, but KGet (24.0.2) is always stalled at a certain percentage (12 or 24 %) and does not resume at all (worked fine with Plasma 5).
