SUMMARY
KDE Panel behaves abnormal, when panel-background.svgz is edited

STEPS TO REPRODUCE
1. find /usr/share/plasma/desktoptheme/default/widgets/panel-background.svgz
2. Edit svgz like in photo
3. Save

OBSERVED RESULT
The panel can be seen when on bottom or right side(with extra gap from its position), but when window is maximized or near, not floating panel is unfilled with icons from both sides. The panel isn't shown when on top or left side.

Pretty sure this is an issue with your edits. I'm closing this as downstream for now, but maybe Niccolò can take a look if you attach the edited SVGZ file itself.

WHat did you edit in the svgz file specifically?

I'd really need to see the SVG file to know what's up with it!
